國務(wù)院新聞辦公室12月29日發(fā)布《中國的出口管制》白皮書。這是中國首次發(fā)布出口管制的白皮書，旨在全面介紹中國完善出口管制治理的立場、制度和實踐，闡述中國維護世界和平與發(fā)展，維護國家安全和國際安全的主張和行動。

China issued its first white paper on export controls on Dec 29. The document, titled "China's Export Controls" and released by the State Council Information Office, elaborated on China's position, institutions, and practices in improving export control governance, as well as its commitments and actions to safeguard world peace and development, and security at national and international level.

【知識點】

出口管制是指對兩用物項、軍品、核以及其他與維護國家安全和利益、履行防擴散等國際義務(wù)相關(guān)的貨物、技術(shù)、服務(wù)等物項出口，采取禁止或者限制性措施，是國際上通行的做法。

中國作為負責任大國，堅持總體國家安全觀，本著維護世界和平與發(fā)展，維護國家安全和國際安全的原則，不斷完善出口管制治理，認真履行國際義務(wù)，加強國際交流與合作。

中國主張，各國應(yīng)當堅定維護以聯(lián)合國為核心的國際體系和以國際法為基礎(chǔ)的國際秩序，切實維護符合真正多邊主義的國際條約和機制的權(quán)威，創(chuàng)新安全理念，樹立共同、綜合、合作、可持續(xù)的全球安全觀。特別是大國應(yīng)當履行大國義務(wù)，展現(xiàn)大國責任擔當，在出口管制領(lǐng)域推進國際共同安全，推進國際出口管制朝著公正、合理、非歧視的正確方向發(fā)展，不應(yīng)當損害其他國家和平利用出口管制物項的正當權(quán)益，不應(yīng)當對和平利用科技進步成果促進發(fā)展、正常國際科技交流與經(jīng)貿(mào)合作、全球產(chǎn)業(yè)鏈供應(yīng)鏈安全順暢運轉(zhuǎn)設(shè)置障礙。

中國主張，在出口管制國際合作中更好地實現(xiàn)各國權(quán)利平等、機會平等、規(guī)則平等，更加平衡地反映大多數(shù)國家意愿和利益，進一步發(fā)揮國際協(xié)調(diào)合作和多邊機制的作用，妥善解決分歧和爭端，共同營造和平穩(wěn)定、平等互信、合作共贏的國際環(huán)境，使各國成為相互信任、平等合作的伙伴，攜手推動構(gòu)建人類命運共同體。

【重要講話】

維護安全和穩(wěn)定，構(gòu)建安全共同體。安全和穩(wěn)定是國家發(fā)展的首要前提，關(guān)乎各國核心利益。我們要遵循共同、綜合、合作、可持續(xù)的安全觀，有效應(yīng)對各類威脅和挑戰(zhàn)，營造良好地區(qū)安全環(huán)境。

We need to safeguard security and stability and build a community of security for us all. Security and stability are the number one precondition for a country’s development, and thus concern the core interests of all countries. We need to act on the vision of common, comprehensive, cooperative and sustainable security, address all forms of threats and challenges effectively, and foster a sound security environment in our region.

We must put national interests first, take protecting our people's security as our mission and safeguarding political security as a fundamental task, and ensure both internal and external security, homeland and public security, traditional and non-traditional security, and China's own and common security. We will improve our systems and institutions and enhance capacity-building for national security, and resolutely safeguard China's sovereignty, security, and development interests.
