中共中央總書記、國家主席、中央軍委主席習近平近日在海南考察時強調(diào)，要加快建設具有世界影響力的中國特色自由貿(mào)易港，讓海南成為新時代中國改革開放的示范。

Chinese President Xi Jinping has called for accelerating the development of Hainan into a free trade port with Chinese characteristics and global influence. Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks during his inspection tour of south China's Hainan Province from April 10 to 13. Xi said that Hainan will become a paradigm of reform and opening-up in the new era.

中國特色的自由貿(mào)易港，既要具備自由貿(mào)易港的基本要素，更要充分體現(xiàn)中國特色，意味著沒有任何先例可循、沒有任何模式可供照搬。要堅持黨的領導不動搖，自覺站在黨和國家大局上想問題、辦事情，始終堅持正確政治方向；要堅持中國特色社會主義制度不動搖，牢牢把握中國特色社會主義這個定性；要堅持維護國家安全不動搖，加強重大風險識別和防范，統(tǒng)籌改革發(fā)展穩(wěn)定，堅持先立后破、不立不破。

海南自由貿(mào)易港是目前唯一的中國特色自由貿(mào)易港。從正式提出到全面實施，4年來，海南自貿(mào)港一步一個腳印，穩(wěn)扎穩(wěn)打。2018年4月13日，習近平總書記出席慶祝海南建省辦經(jīng)濟特區(qū)30周年大會，并就海南建設中國特色自由貿(mào)易港提出要求。2018 年 9 月 24 日，國務院批復同意設立中國(海南)自由貿(mào)易試驗區(qū)，并印發(fā)《中國(海南)自由貿(mào)易試驗區(qū)總體方案》。2020年6月1日，《海南自由貿(mào)易港建設總體方案》對外公布；2021年6月10日，《中華人民共和國海南自由貿(mào)易港法》獲表決通過；2022年2月10日，海南自由貿(mào)易港全島封關運作準備工作啟動。

面向未來，海南自貿(mào)港的藍圖愈發(fā)清晰。到2025年將初步建立以貿(mào)易自由便利和投資自由便利為重點的自由貿(mào)易港政策制度體系，到2035年成為我國開放型經(jīng)濟新高地，到本世紀中葉全面建成具有較強國際影響力的高水平自由貿(mào)易港。

海南自由貿(mào)易港跨境服務貿(mào)易負面清單已經(jīng)出臺，自由貿(mào)易試驗區(qū)改革創(chuàng)新不斷推進，外資準入持續(xù)放寬，營商環(huán)境繼續(xù)改善。中國將在自由貿(mào)易試驗區(qū)和海南自由貿(mào)易港做好高水平開放壓力測試，出臺自由貿(mào)易試驗區(qū)跨境服務貿(mào)易負面清單。

The negative list for cross-border trade in services at the Hainan Free Trade Port has been introduced; reform and innovation for pilot free trade zones are making steady progress, foreign investment access continues to expand; business environment continues to improve. China will conduct stress tests for high-standard opening up in pilot free trade zones and the Hainan Free Trade Port, and will release a negative list for cross-border trade in services in the pilot free trade zones.
