習(xí)近平指出，我國防范疫情輸入壓力不斷加大，復(fù)工復(fù)產(chǎn)和經(jīng)濟(jì)社會發(fā)展面臨新的困難和挑戰(zhàn)。
Noting that China is under rising pressure of guarding against imported COVID-19 cases, Xi said new difficulties and challenges have emerged for China's work resumption and economic and social development.

當(dāng)前我國疫情防控階段性成效進(jìn)一步鞏固，復(fù)工復(fù)產(chǎn)取得重要進(jìn)展，經(jīng)濟(jì)社會運行秩序加快恢復(fù)。同時，國際疫情持續(xù)蔓延，世界經(jīng)濟(jì)下行風(fēng)險加劇，不穩(wěn)定不確定因素顯著增多。我國防范疫情輸入壓力不斷加大，復(fù)工復(fù)產(chǎn)和經(jīng)濟(jì)社會發(fā)展面臨新的困難和挑戰(zhàn)。
疫情防控常態(tài)化，就是要根據(jù)國內(nèi)外疫情新形勢，及時完善疫情防控策略和應(yīng)對舉措，把重點放在外防輸入、內(nèi)防反彈上來，保持我國疫情防控形勢持續(xù)向好態(tài)勢。內(nèi)防反彈，要建立健全及時發(fā)現(xiàn)、快速處置、精準(zhǔn)管控、有效救治的常態(tài)化防控機(jī)制，嚴(yán)格落實早發(fā)現(xiàn)、早報告、早隔離、早治療要求。外防輸入，要加強(qiáng)口岸衛(wèi)生檢疫，優(yōu)化入境流程，落實入境人員集中隔離要求，快速精準(zhǔn)識別和管控風(fēng)險源、風(fēng)險點，筑牢嚴(yán)密防線。在確保疫情防控到位的前提下，加快恢復(fù)生產(chǎn)生活秩序，做好經(jīng)濟(jì)社會發(fā)展各項工作。

要堅持在常態(tài)化疫情防控中加快推進(jìn)生產(chǎn)生活秩序全面恢復(fù)，抓緊解決復(fù)工復(fù)產(chǎn)面臨的困難和問題，力爭把疫情造成的損失降到最低限度，確保實現(xiàn)決勝全面建成小康社會、決戰(zhàn)脫貧攻堅目標(biāo)任務(wù)。
