China will step up efforts in cultivation of highly skilled talent to boost the country's core competitiveness and optimize employment, according to a guideline released by the General Office of the Communist Party of China Central Committee and the General Office of the State Council. By the end of the 14th Five-Year Plan period (2021-2025), policy support and cultivation system for highly skilled talent will be optimized, the guideline said.

技能人才是支撐中國制造、中國創(chuàng)造的重要力量。加強高級工以上的高技能人才隊伍建設，對鞏固和發(fā)展工人階級先進性，增強國家核心競爭力和科技創(chuàng)新能力，緩解就業(yè)結構性矛盾，推動高質量發(fā)展具有重要意義。

《關于加強新時代高技能人才隊伍建設的意見》提出目標任務，到“十四五”時期末，技能人才占就業(yè)人員的比例達到30%以上，高技能人才占技能人才的比例達到1/3，東部省份高技能人才占技能人才的比例達到35%。力爭到2035年，技能人才規(guī)模持續(xù)壯大、素質大幅提高，高技能人才數(shù)量、結構與基本實現(xiàn)社會主義現(xiàn)代化的要求相適應。

《意見》提出，要加大高技能人才培養(yǎng)力度，完善技能導向的使用制度，建立技能人才職業(yè)技能等級制度和多元化評價機制，并建立高技能人才表彰激勵機制。
