國家發(fā)展改革委、國家能源局近日印發(fā)《關(guān)于完善能源綠色低碳轉(zhuǎn)型體制機(jī)制和政策措施的意見》。《意見》提出，深化能源領(lǐng)域體制機(jī)制改革創(chuàng)新，加快構(gòu)建清潔低碳、安全高效的能源體系。
China has rolled out policies and measures to improve the mechanism for a green-oriented transition of energy across the country, according to a document jointly released by the National Development and Reform Commission and the National Energy Administration. The country will speed up building a clean, low-carbon, safe, and highly-efficient energy system while deepening reforms of mechanisms and innovation in the energy sector, said the document.

能源生產(chǎn)和消費(fèi)相關(guān)活動是最主要的二氧化碳排放源，大力推動能源領(lǐng)域碳減排是做好碳達(dá)峰碳中和工作，以及加快構(gòu)建現(xiàn)代能源體系的重要舉措。黨的十八大以來，各地區(qū)、各有關(guān)部門圍繞能源綠色低碳發(fā)展制定了一系列政策措施，推動太陽能、風(fēng)能、水能、生物質(zhì)能、地?zé)崮艿惹鍧嵞茉撮_發(fā)利用取得了明顯成效，但現(xiàn)有的體制機(jī)制、政策體系、治理方式等仍然面臨一些困難和挑戰(zhàn)，難以適應(yīng)新形勢下推進(jìn)能源綠色低碳轉(zhuǎn)型的需要。
《關(guān)于完善能源綠色低碳轉(zhuǎn)型體制機(jī)制和政策措施的意見》提出，“十四五”時期，基本建立推進(jìn)能源綠色低碳發(fā)展的制度框架，形成比較完善的政策、標(biāo)準(zhǔn)、市場和監(jiān)管體系，構(gòu)建以能耗“雙控”和非化石能源目標(biāo)制度為引領(lǐng)的能源綠色低碳轉(zhuǎn)型推進(jìn)機(jī)制。推動構(gòu)建以清潔低碳能源為主體的能源供應(yīng)體系。到2030年，基本建立完整的能源綠色低碳發(fā)展基本制度和政策體系，形成非化石能源既基本滿足能源需求增量又規(guī)?；娲茉创媪俊⒛茉窗踩Ｕ夏芰Φ玫饺嬖鰪?qiáng)的能源生產(chǎn)消費(fèi)格局。

【重要講話】
中國已建成全球規(guī)模最大的碳市場和清潔發(fā)電體系，可再生能源裝機(jī)容量超10億千瓦，1億千瓦大型風(fēng)電光伏基地已有序開工建設(shè)。實現(xiàn)碳達(dá)峰碳中和，不可能畢其功于一役。中國將破立并舉、穩(wěn)扎穩(wěn)打，在推進(jìn)新能源可靠替代過程中逐步有序減少傳統(tǒng)能源，確保經(jīng)濟(jì)社會平穩(wěn)發(fā)展。
China now has the world's biggest carbon market and biggest clean power generation system: the installed capacity of renewable energy has exceeded one billion kilowatts, and the construction of wind and photovoltaic power stations with a total installed capacity of 100 million kilowatts is well under way. Carbon peak and carbon neutrality cannot be realized overnight. Through solid and steady steps, China will pursue an orderly phase-down of traditional energy in the course of finding reliable substitution in new energy. This approach, which combines phasing out the old and bringing in the new, will ensure steady economic and social development.
