中共中央政治局12月11日就切實(shí)做好國(guó)家安全工作舉行第二十六次集體學(xué)習(xí)。中共中央總書(shū)記習(xí)近平在主持學(xué)習(xí)時(shí)強(qiáng)調(diào)，要堅(jiān)持系統(tǒng)思維，構(gòu)建大安全格局。
Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, has stressed adhering to systematic thinking in building a holistic national security architecture. Xi made the remarks on Dec 11 while presiding over the 26th group study session of the Political Bureau of the CPC Central Committee on national security.

習(xí)近平強(qiáng)調(diào)，國(guó)家安全工作是黨治國(guó)理政一項(xiàng)十分重要的工作，也是保障國(guó)泰民安一項(xiàng)十分重要的工作。做好新時(shí)代國(guó)家安全工作，要堅(jiān)持總體國(guó)家安全觀。
Noting the importance of national security work to the Party's governance of the country and to bringing prosperity and security to the nation and the people, Xi stressed pursuing a holistic approach to national security in order to carry out the national security work well in the new era.

2014年4月15日，習(xí)近平總書(shū)記在中央國(guó)家安全委員會(huì)第一次全體會(huì)議上首次提出總體國(guó)家安全觀重大戰(zhàn)略思想。這是以習(xí)近平同志為核心的黨中央對(duì)國(guó)家安全理論的重大創(chuàng)新，是新形勢(shì)下維護(hù)和塑造中國(guó)特色國(guó)家安全的行動(dòng)指南，具有重大的理論意義、時(shí)代意義、實(shí)踐意義。
總體國(guó)家安全觀堅(jiān)持國(guó)家利益至上，以人民安全為宗旨，以政治安全為根本，以經(jīng)濟(jì)安全為基礎(chǔ)，以軍事、文化、社會(huì)安全為保障，以促進(jìn)國(guó)際安全為依托，統(tǒng)籌外部安全和內(nèi)部安全、國(guó)土安全和國(guó)民安全、傳統(tǒng)安全和非傳統(tǒng)安全、自身安全和共同安全，完善國(guó)家安全制度體系，加強(qiáng)國(guó)家安全能力建設(shè)，堅(jiān)決維護(hù)國(guó)家主權(quán)、安全、發(fā)展利益?？傮w國(guó)家安全觀統(tǒng)籌發(fā)展和安全兩件大事，強(qiáng)調(diào)發(fā)展是安全的基礎(chǔ)和目的、安全是發(fā)展的條件和保障，既善于運(yùn)用發(fā)展成果來(lái)夯實(shí)國(guó)家安全的實(shí)力基礎(chǔ)，又善于塑造有利于經(jīng)濟(jì)社會(huì)發(fā)展的安全環(huán)境。
隨著時(shí)代發(fā)展，總體國(guó)家安全觀外延不斷拓展，比如，提出網(wǎng)絡(luò)安全觀，倡導(dǎo)尊重網(wǎng)絡(luò)主權(quán)、推進(jìn)全球互聯(lián)網(wǎng)治理體系變革、構(gòu)建網(wǎng)絡(luò)命運(yùn)共同體；強(qiáng)調(diào)把生物安全納入國(guó)家安全體系，系統(tǒng)規(guī)劃國(guó)家生物安全風(fēng)險(xiǎn)防控和治理體系建設(shè)，全面提高國(guó)家生物安全治理能力；在全球范圍倡導(dǎo)共同、綜合、合作、可持續(xù)的安全觀，推動(dòng)全球安全治理體系朝著更加公平合理的方向發(fā)展，等等。

【重要講話】
黨的十九屆五中全會(huì)《建議》首次把統(tǒng)籌發(fā)展和安全納入“十四五”時(shí)期我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展的指導(dǎo)思想，并列專章作出戰(zhàn)略部署，突出了國(guó)家安全在黨和國(guó)家工作大局中的重要地位。這是由我國(guó)發(fā)展所處的歷史方位、國(guó)家安全所面臨的形勢(shì)任務(wù)決定的。
The CPC Central Committee's proposals for formulating the economic and social development plan and long-term goals, adopted at the fifth plenary session of the 19th CPC Central Committee, for the first time included ensuring both development and security among the guiding principles for economic and social development in the 14th Five-Year Plan period, and laid out strategic plans to ensure both. This shows the important role of national security in the general blueprint of the Party and the country, and is determined by the historical juncture in China's development and the situation and tasks facing China's national security.
