日前，國務(wù)院印發(fā)《關(guān)于加強(qiáng)數(shù)字政府建設(shè)的指導(dǎo)意見》（以下簡(jiǎn)稱《指導(dǎo)意見》），就主動(dòng)順應(yīng)經(jīng)濟(jì)社會(huì)數(shù)字化轉(zhuǎn)型趨勢(shì)作出部署?！吨笇?dǎo)意見》提出，到2025年，與政府治理能力現(xiàn)代化相適應(yīng)的數(shù)字政府頂層設(shè)計(jì)更加完善，政府決策科學(xué)化、社會(huì)治理精準(zhǔn)化、公共服務(wù)高效化取得重要進(jìn)展。到2035年，整體協(xié)同、敏捷高效、智能精準(zhǔn)、開放透明、公平普惠的數(shù)字政府基本建成。

China has detailed measures to enhance the building of a digital government in tandem with the country's efforts to promote digital transformation. By 2025, the country will strive to improve the top-level design and coordination mechanism of a digital government that matches the modernization of the national governance system, according to a guideline released by the State Council, China's cabinet. The guideline said key advancements would emerge in making scientific government policies, carrying out targeted measures in social governance, and providing efficient public services. By 2035, China will seek to establish a digital government that is coordinated, efficient, intelligent, open, transparent, and inclusive.

《關(guān)于加強(qiáng)數(shù)字政府建設(shè)的指導(dǎo)意見》明確了數(shù)字政府建設(shè)的七方面重點(diǎn)任務(wù)。在構(gòu)建協(xié)同高效的政府?dāng)?shù)字化履職能力體系方面，通過全面推進(jìn)政府履職和政務(wù)運(yùn)行數(shù)字化轉(zhuǎn)型，全面提升政府履職效能。在構(gòu)建數(shù)字政府全方位安全保障體系方面，筑牢數(shù)字政府建設(shè)安全防線。在構(gòu)建科學(xué)規(guī)范的數(shù)字政府建設(shè)制度規(guī)則體系方面，保障數(shù)字政府建設(shè)和運(yùn)行整體協(xié)同、智能高效、平穩(wěn)有序。在構(gòu)建開放共享的數(shù)據(jù)資源體系方面，創(chuàng)新數(shù)據(jù)管理機(jī)制，深化數(shù)據(jù)高效共享。在構(gòu)建智能集約的平臺(tái)支撐體系方面，全面夯實(shí)數(shù)字政府建設(shè)根基。在以數(shù)字政府建設(shè)全面引領(lǐng)驅(qū)動(dòng)數(shù)字化發(fā)展方面，營造良好數(shù)字生態(tài)。在加強(qiáng)黨對(duì)數(shù)字政府建設(shè)工作的領(lǐng)導(dǎo)方面，加強(qiáng)黨中央對(duì)數(shù)字政府建設(shè)工作的集中統(tǒng)一領(lǐng)導(dǎo)，確保數(shù)字政府建設(shè)重大決策部署貫徹落實(shí)。
