6月1日，濕地保護(hù)法正式施行，這標(biāo)志著我國濕地保護(hù)全面進(jìn)入法治化軌道新階段。國家對濕地實(shí)行分級管理，重要濕地依法納入生態(tài)保護(hù)紅線。

China's new law on wetlands protection took effect on June 1. The law's implementation marked a new stage of law-based wetlands protection in China. According to the law, the country will exercise the administration of wetlands at different levels, and significant wetland areas should fall under the ecological conservation red lines.

【知識點(diǎn)】

濕地，被譽(yù)為“地球之腎”，是重要的自然資源和獨(dú)特的生態(tài)系統(tǒng)，具有調(diào)洪蓄水、凈化水源、儲碳固碳、調(diào)節(jié)氣候等獨(dú)特的生態(tài)功能，為經(jīng)濟(jì)社會可持續(xù)發(fā)展提供重要支撐。濕地還是眾多野生動(dòng)植物的生存繁衍、棲息之地，是十分富集的“物種基因庫”。濕地保護(hù)法的頒布實(shí)施是踐行習(xí)近平生態(tài)文明思想的重要成果，也是維護(hù)國家生態(tài)安全和生物多樣性的戰(zhàn)略舉措。

濕地保護(hù)法立足濕地生態(tài)系統(tǒng)的整體性系統(tǒng)性保護(hù)，確立了濕地保護(hù)管理頂層設(shè)計(jì)的“四梁八柱”，為更加系統(tǒng)、更加科學(xué)地保護(hù)修復(fù)濕地奠定了堅(jiān)實(shí)的法律基礎(chǔ)。

在原則和理念方面，要求濕地保護(hù)堅(jiān)持保護(hù)優(yōu)先、嚴(yán)格管理、系統(tǒng)治理、科學(xué)修復(fù)、合理利用的原則，濕地修復(fù)要以自然修復(fù)為主，自然恢復(fù)和人工修復(fù)相結(jié)合，開展?jié)竦乇Ｗo(hù)修復(fù)要因地制宜采取措施，充分考慮水資源稟賦科學(xué)施策。

在系統(tǒng)性保護(hù)方面，規(guī)定國家對濕地實(shí)行分級管理及名錄制度，將濕地分為重要濕地和一般濕地，重要濕地依法劃入生態(tài)保護(hù)紅線；對河湖濕地、濱海濕地、城市濕地、紅樹林濕地、泥炭沼澤濕地進(jìn)行分類保護(hù)，并區(qū)別不同濕地類型明確修復(fù)要求。

在科學(xué)利用方面，強(qiáng)調(diào)正確處理好濕地保護(hù)與利用的關(guān)系，嚴(yán)格保護(hù)并不是不要利用，而是要在符合濕地保護(hù)要求的前提下，鼓勵(lì)單位和個(gè)人開展多種利用活動(dòng)，推動(dòng)濕地保護(hù)修復(fù)真正走上生態(tài)優(yōu)先、綠色發(fā)展之路。
