中共中央辦公廳、國務院辦公廳、中央軍委辦公廳日前印發(fā)《關于加強新時代烈士褒揚工作的意見》。《意見》明確，要大力宣傳弘揚英烈事跡和精神；要突出解決烈屬家庭后續(xù)生活保障、救助幫扶援助等實際問題，優(yōu)化烈屬住房、養(yǎng)老、醫(yī)療、就業(yè)、教育、司法等服務專項優(yōu)待內(nèi)容。

Chinese authorities have called for more measures to publicize martyrs' deeds and support the lives of martyrs' families, said a recent guideline issued by the general offices of the Communist Party of China Central Committee, the State Council, and the Central Military Commission. The document urged efforts to improve preferential treatment for martyrs' families in housing, elderly care, medical care, employment, education, and judicial service.

褒揚烈士、弘揚烈士精神、撫恤優(yōu)待烈士遺屬，是我們黨和國家的優(yōu)良傳統(tǒng)，也是愛國主義教育的重要組成部分。黨的十八大以來，烈士褒揚工作取得長足發(fā)展。2014年8月31日，十二屆全國人大常委會第十次會議通過《關于設立烈士紀念日的決定》，將9月30日設立為烈士紀念日。

此次《關于加強新時代烈士褒揚工作的意見》是為推動新時代烈士褒揚工作創(chuàng)新發(fā)展而出臺的?！兑庖姟穲猿謫栴}導向和系統(tǒng)思維，從以下幾方面進行了系統(tǒng)部署：一是健全烈士褒揚工作體系，構建以法律法規(guī)為基礎、部門規(guī)章為支撐、政策文件相配套的烈士褒揚制度體系。二是做好關心關愛烈屬工作，細化烈屬待遇保障、榮譽激勵、人文關懷、就業(yè)創(chuàng)業(yè)、教育優(yōu)待等一系列強化烈屬服務保障和提高社會地位的優(yōu)待政策。三是加強烈士紀念設施建設管護，提出烈士紀念設施規(guī)劃建設和提質(zhì)改造，烈士紀念設施規(guī)范管理和標準化建設，發(fā)揮烈士紀念設施紅色教育主陣地作用，促進境外烈士褒揚工作發(fā)展的一系列措施。四是宣傳弘揚英烈精神，從培育尊崇英烈社會風尚、講好英烈故事、廣泛開展英烈紀念、持續(xù)做好為烈士尋親、切實加強英烈保護等方面綜合施策。五是強化烈士褒揚工作保障，強調(diào)了加強對烈士褒揚工作的組織領導、經(jīng)費保障、信息化支撐、人才隊伍建設等有關要求。
