《中國科技成果轉(zhuǎn)化2021年度報(bào)告（高等院校與科研院所篇）》（以下簡稱《報(bào)告》）近日在京發(fā)布。《報(bào)告》顯示，我國科技成果轉(zhuǎn)化活動(dòng)持續(xù)活躍，2020年，3554家高校院所轉(zhuǎn)化科技成果的合同項(xiàng)數(shù)為466882項(xiàng)，合同總金額為1256.1億元。

An annual report on the commercialization of China's scientific and technological achievements was published on Wednesday, showing that it continues to flourish across the country. The report, published in an edition of colleges and research institutes, noted that 466,882 sci-tech commercialization contracts were signed at 3,554 colleges and universities nationwide in 2020, with a total value of 125.61 billion yuan.

【知識點(diǎn)】

科技成果轉(zhuǎn)化是指為提高生產(chǎn)力水平而對科學(xué)研究與技術(shù)開發(fā)所產(chǎn)生的具有實(shí)用價(jià)值的科技成果所進(jìn)行的后續(xù)試驗(yàn)、開發(fā)、應(yīng)用、推廣直至形成新產(chǎn)品、新工藝、新材料，發(fā)展新產(chǎn)業(yè)等活動(dòng)。

近年來，我國先后開展了一系列相關(guān)改革任務(wù)部署，科技成果轉(zhuǎn)化推動(dòng)工作取得明顯成效?！吨袊萍汲晒D(zhuǎn)化2021年度報(bào)告（高等院校與科研院所篇）》指出，高校院所以轉(zhuǎn)讓、許可和作價(jià)投資方式轉(zhuǎn)化科技成果的合同金額分別為69.8億元、67.8億元和65.0億元，均呈現(xiàn)明顯增長。高校院所轉(zhuǎn)化科技成果的平均合同金額為96.6萬元，其中，作價(jià)投資平均合同金額最高。此外，獎(jiǎng)勵(lì)個(gè)人金額比例占成果轉(zhuǎn)化現(xiàn)金和股權(quán)收入總額的比重超過50%，獎(jiǎng)勵(lì)研發(fā)與轉(zhuǎn)化主要貢獻(xiàn)人員金額占獎(jiǎng)勵(lì)個(gè)人金額的比重超過90%。高校院所兼職從事科技成果轉(zhuǎn)化和離崗創(chuàng)業(yè)人員數(shù)量為14043人，下降3.0%；創(chuàng)設(shè)和參股新公司數(shù)量為2808家，增長28.9%。值得關(guān)注的是，以轉(zhuǎn)讓、許可、作價(jià)投資方式轉(zhuǎn)化科技成果流向聚集明顯，超四成轉(zhuǎn)化至制造業(yè)領(lǐng)域，超六成轉(zhuǎn)化至中小微其他企業(yè)。

我們要堅(jiān)持開拓創(chuàng)新，激發(fā)合作潛能和活力。企圖通過搞科技壟斷、封鎖、壁壘，干擾別國創(chuàng)新發(fā)展，維護(hù)自身霸權(quán)地位，注定行不通。要推動(dòng)完善全球科技治理，讓科技成果為更多人所及所享。

We need to uphold the pioneering spirit and innovation and unleash the potential and vitality of cooperation. Those who seek to create monopoly, blockade and barriers in science and technology in order to disrupt other countries' innovation and development and hold on to their dominant position are doomed to fail. We need to improve global science and technology governance and allow more people to access and benefit from the fruits of scientific and technological advances.
