國(guó)務(wù)院辦公廳日前印發(fā)《關(guān)于推進(jìn)醫(yī)療保障基金監(jiān)管制度體系改革的指導(dǎo)意見(jiàn)》。《意見(jiàn)》要求，到2025年，基本建成醫(yī)?；鸨O(jiān)管制度體系和執(zhí)法體系。要推進(jìn)監(jiān)管制度體系改革，建立智能監(jiān)控、舉報(bào)獎(jiǎng)勵(lì)、信用管理制度，完善社會(huì)監(jiān)督制度。

The General Office of the State Council has recently released a guideline, stressing the reform of the supervision system for the healthcare security fund. The supervision and law enforcement systems for the fund will be basically in place by the year 2025, read the document. Urging the promotion of reform, it requires building the systems for smart supervision, tip-off rewards and credit management, and improving the system for public supervision.

醫(yī)療保障基金是人民群眾的“看病錢”“救命錢”，基本醫(yī)療保障制度建立以來(lái)，覆蓋范圍不斷擴(kuò)大、保障水平逐步提升，對(duì)維護(hù)人民健康權(quán)益、緩解因病致貧、推動(dòng)醫(yī)藥衛(wèi)生體制改革發(fā)揮了積極的作用。但是，受監(jiān)管制度體系不健全、激勵(lì)約束機(jī)制不完善等因素制約，醫(yī)?；鹗褂眯什桓?，基金監(jiān)管形勢(shì)較為嚴(yán)峻。醫(yī)保檢查中，“掛床”、超范圍經(jīng)營(yíng)、小病大治、過(guò)度檢查用藥、套高收費(fèi)、分解收費(fèi)、串換收費(fèi)等欺詐騙保手段層出不窮。2018年國(guó)家醫(yī)保局成立后，持續(xù)開(kāi)展打擊欺詐騙取醫(yī)療保障基金專項(xiàng)治理活動(dòng)，對(duì)企圖違法違規(guī)的現(xiàn)象起到了一定震懾作用。

此次出臺(tái)的《關(guān)于推進(jìn)醫(yī)療保障基金監(jiān)管制度體系改革的指導(dǎo)意見(jiàn)》，明確加快推進(jìn)醫(yī)保基金監(jiān)管制度體系改革，構(gòu)建全領(lǐng)域、全流程的基金安全防控機(jī)制，嚴(yán)厲打擊欺詐騙保行為。按照《意見(jiàn)》，完善基金監(jiān)管體系，一方面明確監(jiān)管權(quán)責(zé)清單，一方面推進(jìn)監(jiān)管制度體系改革，同時(shí)，制定醫(yī)療保障基金使用監(jiān)督管理?xiàng)l例及其配套辦法，強(qiáng)化醫(yī)保基金監(jiān)管法治及規(guī)范保障，加大對(duì)欺詐騙保行為的懲處力度。《意見(jiàn)》的印發(fā)和實(shí)施，意味著我國(guó)醫(yī)保基金監(jiān)管手段走向綜合化、科學(xué)化，未來(lái)將逐步形成專業(yè)化、智能化、法治化的監(jiān)管局面。
