生態(tài)環(huán)境部11月28日介紹，長江流域已建立保護(hù)長江江豚相關(guān)的自然保護(hù)區(qū)13處，覆蓋了40%長江江豚的分布水域，保護(hù)近80%的種群。

A total of 13 natural reserves for the Yangtze finless porpoises have been established in the Yangtze River basin, covering 40 percent of the habitats of the species, the Ministry of Ecology and Environment said Monday. These natural reserves have brought nearly 80 percent of the total population of the species under protection.

【知識點(diǎn)】

長江江豚為國家一級保護(hù)野生動物，屬于長江特有淡水鯨豚類動物，稱為長江的“微笑天使”，是評估長江生態(tài)系統(tǒng)狀況的重要指示物種。

我國高度重視長江江豚保護(hù)。自上世紀(jì)80年代起，逐步探索了就地保護(hù)、遷地保護(hù)、人工繁育三大保護(hù)策略。其中，遷地保護(hù)，即選擇一些生態(tài)環(huán)境與長江相似的水域建立遷地保護(hù)地，是當(dāng)前保護(hù)長江江豚最直接、最有效的措施。至今，我國已建立5個遷地保護(hù)地，遷地群體總量超過150頭。

黨的十八大以來，隨著長江經(jīng)濟(jì)帶生態(tài)環(huán)境保護(hù)發(fā)生轉(zhuǎn)折性變化，長江江豚保護(hù)措施、機(jī)制不斷完善。2016年12月，原農(nóng)業(yè)部印發(fā)《長江江豚拯救行動計(jì)劃（2016—2025）》，提出“基本維持干流和兩湖長江江豚自然種群相對穩(wěn)定，自然種群的衰退速度明顯下降”等目標(biāo)。農(nóng)業(yè)農(nóng)村部2018年7月發(fā)布的長江江豚科學(xué)考察情況顯示，長江江豚數(shù)量約為1012頭，極度瀕危狀況雖仍未改變，但種群數(shù)量大幅下降趨勢得到遏制。2018年9月，國務(wù)院辦公廳印發(fā)《關(guān)于加強(qiáng)長江水生生物保護(hù)工作的意見》，提出“實(shí)施以中華鱘、長江鱘、長江江豚為代表的珍稀瀕危水生生物搶救性保護(hù)行動”。自2020年1月1日起，長江流域332個自然保護(hù)區(qū)和水產(chǎn)種質(zhì)資源保護(hù)區(qū)全面禁捕。自2021年1月1日起，長江流域重點(diǎn)水域?qū)嵭惺杲丁?020年12月，我國第一部流域法律《長江保護(hù)法》頒布，為長江生物多樣性保護(hù)提供了重要法治保障，長江野生物種生境得到極大改善。在南京、武漢等長江干流江段，“微笑天使”長江江豚出現(xiàn)頻率顯著增加，部分水域單個聚集群體達(dá)到60多頭。

推行草原森林河流湖泊濕地休養(yǎng)生息，實(shí)施好長江十年禁漁，健全耕地休耕輪作制度。建立生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)機(jī)制，完善生態(tài)保護(hù)補(bǔ)償制度。

We will promote the natural regeneration of grasslands, forests, rivers, lakes, and wetlands, enforce the 10-year fishing ban on the Yangtze River, and improve the system of fallowing and crop rotation. We will establish mechanisms to realize the market value of ecosystem goods and services and improve the compensation system for ecological conservation.
