中共中央總書記、國家主席、中央軍委主席習(xí)近平7月28日在亞洲基礎(chǔ)設(shè)施投資銀行第五屆理事會(huì)年會(huì)視頻會(huì)議開幕式上致辭。習(xí)近平指出，亞投行應(yīng)該成為促進(jìn)成員共同發(fā)展、推動(dòng)構(gòu)建人類命運(yùn)共同體的新平臺(tái)。

President Xi Jinping called for making the Asian Infrastructure Investment Bank (AIIB) a new platform that promotes development for all its members and facilitates the building of a community with a shared future for mankind. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks on July 28 when addressing via video link the opening ceremony of the fifth annual meeting of the AIIB.

習(xí)近平指出，要把亞投行打造成推動(dòng)全球共同發(fā)展的新型多邊開發(fā)銀行、與時(shí)俱進(jìn)的新型發(fā)展實(shí)踐平臺(tái)、高標(biāo)準(zhǔn)的新型國際合作機(jī)構(gòu)和國際多邊合作新典范。

He called for efforts to make the AIIB a new type of multilateral development bank that promotes development across the world, a new type of development platform progressing with the times, a new type of high-performance institution for international cooperation and a new paradigm of multilateral cooperation.

亞洲基礎(chǔ)設(shè)施投資銀行，簡稱亞投行，是一個(gè)政府間性質(zhì)的亞洲區(qū)域多邊開發(fā)機(jī)構(gòu)，按照多邊開發(fā)銀行的模式和原則運(yùn)營，重點(diǎn)支持基礎(chǔ)設(shè)施建設(shè)，于2015年12月正式宣告成立。多邊開發(fā)銀行是為發(fā)展中國家的經(jīng)濟(jì)和社會(huì)發(fā)展活動(dòng)提供資金援助和專業(yè)咨詢的機(jī)構(gòu)，它是國際發(fā)展公共機(jī)構(gòu)，其中歷史最悠久也是最有影響的是1944年建立的世界銀行。亞投行是首個(gè)由中國倡議設(shè)立的多邊金融機(jī)構(gòu)。

在亞投行第五屆理事會(huì)年會(huì)視頻會(huì)議開幕式上，習(xí)近平在致辭中指出，4年多來，亞投行按照多邊開發(fā)銀行模式和原則運(yùn)作，堅(jiān)持國際性、規(guī)范性、高標(biāo)準(zhǔn)，實(shí)現(xiàn)良好開局。從最初57個(gè)創(chuàng)始成員攜手起航，發(fā)展到今天的來自亞洲、歐洲、非洲、北美洲、南美洲、大洋洲等六大洲的102個(gè)成員齊聚一堂，亞投行不斷發(fā)展壯大，已經(jīng)為成員提供了近200億美元的基礎(chǔ)設(shè)施投資。亞投行朋友圈越來越大、好伙伴越來越多、合作質(zhì)量越來越高，在國際上展示了專業(yè)、高效、廉潔的新型多邊開發(fā)銀行的嶄新形象。中國將始終支持和踐行多邊主義，以開放、合作、共贏精神繼續(xù)同各成員一道支持和辦好亞投行，為國際社會(huì)應(yīng)對(duì)風(fēng)險(xiǎn)挑戰(zhàn)、實(shí)現(xiàn)共同發(fā)展作出更大貢獻(xiàn)。

The global response to COVID-19 has made it clear that mankind rise and fall together in a community with a shared future. Mutual support and cooperation in solidarity are the only way for mankind to overcome crises. To address issues emerging in the course of economic globalization, countries should pursue more inclusive global governance, more effective multilateral institutions, and more robust regional cooperation. In this context, the AIIB may grow into a new platform that promotes development for all its members and facilitates the building of a community with a shared future for mankind.
