中共中央總書記、國家主席、中央軍委主席習近平近日在山西考察時強調(diào)，要努力克服新冠肺炎疫情帶來的不利影響，在高質(zhì)量轉(zhuǎn)型發(fā)展上邁出更大步伐，確保完成決戰(zhàn)決勝脫貧攻堅目標任務(wù)，全面建成小康社會。
President Xi Jinping called for efforts to overcome the adverse impacts of the COVID-19 epidemic and make greater strides in high-quality transformation and development to ensure that the target of poverty eradication is reached and the building of a moderately prosperous society in all respects is completed. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks during an inspection tour in north China's Shanxi province.

山西省是我國重要的能源基地和老工業(yè)基地，是國家資源型經(jīng)濟轉(zhuǎn)型綜合配套改革試驗區(qū)，在推進資源型經(jīng)濟轉(zhuǎn)型改革和發(fā)展中具有重要地位。當前，我國經(jīng)濟發(fā)展進入新常態(tài)，對資源型經(jīng)濟轉(zhuǎn)型發(fā)展提出了新的更高要求。為加快破解制約資源型經(jīng)濟轉(zhuǎn)型的深層次體制機制障礙和結(jié)構(gòu)性矛盾，走出一條轉(zhuǎn)型升級、創(chuàng)新驅(qū)動發(fā)展的新路，努力把山西省改革發(fā)展推向更加深入的新階段，為其他資源型地區(qū)經(jīng)濟轉(zhuǎn)型提供可復制、可推廣的制度性經(jīng)驗，國務(wù)院于2017年9月印發(fā)《關(guān)于支持山西省進一步深化改革促進資源型經(jīng)濟轉(zhuǎn)型發(fā)展的意見》。
《意見》提出，到2020年，重點領(lǐng)域供給側(cè)結(jié)構(gòu)性改革取得階段性成果，能源革命總體效果不斷顯現(xiàn)，支撐資源型經(jīng)濟轉(zhuǎn)型的體制機制基本建立。到2030年，多點產(chǎn)業(yè)支撐、多元優(yōu)勢互補、多極市場承載、內(nèi)在競爭充分的產(chǎn)業(yè)體系基本形成，清潔、安全、高效的現(xiàn)代能源體系基本建成，資源型經(jīng)濟轉(zhuǎn)型任務(wù)基本完成，形成一批可復制、可推廣的制度性經(jīng)驗，經(jīng)濟綜合競爭力、人民生活水平和可持續(xù)發(fā)展能力再上一個新臺階。

【重要講話】
落實好能源革命綜合改革試點要求，持續(xù)推動產(chǎn)業(yè)結(jié)構(gòu)調(diào)整優(yōu)化，實施一批變革性、牽引性、標志性舉措，大力加強科技創(chuàng)新，在新基建、新技術(shù)、新材料、新裝備、新產(chǎn)品、新業(yè)態(tài)上不斷取得突破。
Continuous efforts should be made to promote the adjustment and optimization of China's industrial structure under the guidance of pilot reform policies in the energy industry, implementing a series of innovative, leading and landmark measures. At the same time, scientific and technological innovations should be greatly enhanced to continue achieving breakthroughs in new infrastructure, technology, materials, equipment as well as new products and business models.
